Rules Exam Only Registration & Rules Exam Policies

Exam Overview

  • You will have the choice of taking either the 100-Question Exam or the 80-Question Exam.
  • You may only take each exam once per season (but you may take both the 80-Question and the 100-Question in the same season).
  • Both exams may be taken either in-person at one of our PGA/USGA Workshop sites, or online through our exam platform on selected dates.
  • The exam is broken into two parts:
    • Part 1 – Closed Book (no reference materials allowed)
    • Part 2 – Open Book (books and printed reference materials and the USGA Rules of Golf app allowed, see below for further details)
  • During Part 1, the Closed Book portion of the exam, no reference materials are allowed.
  • During Part 2, the Open Book portion of the exam, you may use any hard copy  books, printed, and/or handwritten reference materials. Electronic and digital reference materials are prohibited, including but not limited to the Rules of Golf app and the Rules of Golf online.
  • Phones may be used to check the time or during breaks for any purpose unrelated to the Rules of Golf and this exam. Phones may not be used to access any Rules of Golf apps or for any exam-related purpose.
  • No exam materials or questions may be copied or taken from the exam room or from the online screen.
  • You will have 4 hours to complete the exam.
  • Certification – The 100-Question exam provides you the opportunity to achieve “Expert” Rules certification from the USGA (score of 90+). Both the 100-question and 80-question exams provide you the opportunity to achieve “Advanced” Rules certification from the USGA (score of 75-89 on the 100-Question Exam or a score of 70+ on the 80-Question Exam).

In-Person Exam Option

  • You may choose to take the exam in-person on the 4th day of a PGA/USGA Workshop.
  • Breaks may be taken any time, but all exam materials must remain in the exam room.
  • Part 1 (closed book) will be completed and turned in first and you will then receive Part 2 (open book/materials).
  • You will have 4 hours to complete the exam and can use/divide those 4 hours however you like. We recommend no more than 90 minutes on part 1 (closed book).
  • During the Open Book portion of the exam, any printed or handwritten materials may be used.
  • No digital resources are allowed, except for the USGA Rules of Golf app.
    o In using the USGA Rules of Golf app, only the Rules of Golf (including Definitions and Clarifications) and the Committee Procedures are allowed to be accessed.
    • The Search function within the Rules of Golf is allowed.
    • Accessing notes from the “Personalized Rulebook” is allowed.
    • Any other feature in the app is not allowed for the exam (including videos, quiz questions or anything that links to pages outside of the app such as the Study Guide or rules.usga.org).

Online Exam Option

  • You may choose to take a proctored exam through our online exam platform.
  • The exam is available only on certain dates – available dates shown in chart at bottom of this page.
  • Setting Up for the Online Exam
    • IMPORTANT NOTE FOR MAC/APPLE USERS – The exam does not function correctly in the Safari browser. Please use a different web browser for the exam (Google Chrome is highly recommended).
    • System Compatibility Check – Any time before your exam, please run the system compatibility check here – https://tests.mettl.com/v2/authenticateKey/1xk51m251c
    • Approximately 24 hours in advance of your exam, you will receive an email that will include the link to launch and take your exam.
    • The exam must be taken on a laptop or a desktop – mobile devices and tablets (iPads) can NOT be used.
    • The exam is compatible with both PC and Mac computers.
    • You can only have one computer monitor/screen – if you have a dual monitor set-up, you will need to disconnect the second monitor.
    • Supported browsers – You will need to use either Google Chrome or Mozilla Firefox only.
    • You will need a webcam – This can either be built into your computer or purchased and plugged into your computer externally.
    • During exam set-up, the platform will walk you through how to share your screen, and also how to allow access to your webcam and your microphone for proctor monitoring purposes.
    • If you log in early, you will have to wait until the scheduled start time to begin your exam.
    • To access the exam, you will be asked to show your photo ID and to take a photo of your face for ID verification purposes.
  • During the Online Exam
    • The exam will be administered in two parts (closed book and open book) with a simple transition between the two parts. After the transition to the open book portion, you will not be able to return to the closed book portion.
    • You will have 1.5 hours for Part 1 (closed book) and 2.5 hours for Part 2 (open book), for a total of 4 hours.
    • A clock of your remaining time (specific to when you began your exam) will be visible on the screen.
    • During the Open Book portion of the exam, any printed or handwritten materials may be used.
    • No digital resources are allowed, except for the USGA Rules of Golf app.
      • In using the USGA Rules of Golf app, only the Rules of Golf (including Definitions and Clarifications) and the Committee Procedures are allowed to be accessed.
      • The Search function within the Rules of Golf is allowed.
      • Accessing notes from the “Personalized Rulebook” is allowed.
      • Any other feature in the app is not allowed for the exam (including videos, quiz questions or anything that links to pages outside of the app such as the Study Guide or rules.usga.org).
    • Note that you are not allowed to navigate away from the exam window on your computer – this will be tracked by the AI software described below.
    • Scratch Paper – You may use as much scratch paper as needed during both parts of the exam.
    • Food and Drink – You may have food and drink with you during the exam.
    • AI Monitoring – The system uses AI monitoring to provide warnings both to the student and to the proctor when prohibited actions are detected. These include notifications like navigating away from the testing window, taking a picture of the screen with a mobile device, etc.
    • Warnings will be reviewed by USGA proctors, and exams can be ended, canceled, or nullified for inappropriate actions.
    • Text Sizing – The exam is offered through a web browser, meaning that the browser’s view/zoom tool can be used to increase (or decrease) the size of the text in the exam window.
    • Chat – You may send chat messages to your proctor if you need assistance.
    • Bookmarking – The system provides a “Re-Visit” feature to mark questions that you would like to return to. Remember that you are unable to return to the closed book section after moving on to the open book section. Note that the “Re-Visit” feature only pertains to revisiting questions within the part of the exam being actively taken (open book or closed book only).
    • Breaks – You may take breaks any time as needed. Please message your proctor that you are taking a break. You do NOT need to wait for a response from the proctor in order to begin your break. The allotted time for your exam will continue to run during breaks.

Rules of Golf Exam Policies

  • During the Closed Book portion of the exam, no resource materials are allowed.
  • During the Open Book portion of the exam, any printed or handwritten materials may be used.
  • No digital resources are allowed, except for the USGA Rules of Golf app.
    • In using the USGA Rules of Golf app, only the Rules of Golf (including Definitions and Clarifications) and the Committee Procedures are allowed to be accessed.
    • The Search function within the Rules of Golf is allowed.
    • Accessing notes from the “Personalized Rulebook” is allowed.
    • Any other feature in the app is not allowed for the exam (including videos, quiz questions or anything that links to pages outside of the app such as the Study Guide or rules.usga.org).
  • Other than the Rules of Golf App, phones may be used to check the time or during breaks for anything unrelated to the Rules of Golf and exam. Phones may not be used for any for any other purpose related to the exam.
  • No exam materials or questions may be copied (by hand or digitally) or taken from the exam room or from the online screen. Violation(s) of these policies may result in disciplinary action up to and including, without limitation, cancellation of an exam score(s), temporary suspension from taking Rules Exams, and permanent prohibition from taking Rules Exams.

Rules of Golf App for the Exam FAQ
Generally, no digital resources are allowed for Part 2 of the USGA Rules of Golf Certification Exam, (also known as the “Open Book” section). Starting in 2025, the sole exception will be the USGA Rules of Golf App may be utilized during the exam, for Part 2 only (no reference materials are allowed for Part 1).

What Parts of the App May Be Used During the Exam?
Only the Rules of Golf and the Committee Procedures as found in the Official Guide may be accessed during the exam. This includes the Rules, Definitions, Clarifications, the Committee Procedures section and Model Local Rules and the Search feature within the app to search these specific texts. Additionally, notes and bookmarks made using the “Personalized Rulebook” feature may be used.

What is Not Allowed During the Exam?
Any other feature within the app, or any link that leads to an external webpage is not allowed during the exam. This includes videos, quiz questions and links to other USGA resources such as the Equipment Rules, the Rules of Handicapping or other pages at rules.usga.org as well as anything accessible through your profile such as the Study Guide or Workshop Information.

May I Use the Rules of Golf Online through rules.usga.org?
No. The allowance for digital materials is limited to the text of the Rules and Official Guide found in the USGA Rules of Golf app. Accessing the texts through rules.usga.org is not allowed during the exam. While this may be the same text, the limitation is set so that navigating to/viewing a webpage is still prohibited.

Why is the USGA Rules of Golf App being allowed for the Exam?
With the new release of the app, there are several features that have been added that make the app more similar to how people currently interact with their hard copy books. With one goal of the rules modernization being sustainability and encouraging the use of the app in the field, we’re comfortable that testing Rules of Golf knowledge is not compromised by allowing test takers to search for the Rules and Clarifications within the app.

Are There Any Special Settings I Need to Use in the App?
While there is no specific “testing” setting that needs to be in place, you likely want to make sure your app is set to Experienced/Administrator mode in order to have quick access to the whole Official Guide rather than just the Rules of Golf.

What if Someone Uses a Phone to Photograph the Exam?
Mobile devices have been allowed in the testing room for some time now with extremely limited cases in attempted copying. It has been a long-standing policy that exam materials may not be copied and the consequences for someone violating that policy may result in disciplinary actions up to and including (without limitation), immediate dismissal from the exam, cancellation of an exam score(s), temporary suspension from taking Rules Exams and/or Workshops, and permanent prohibition from taking Rules Exams and/or Workshops.

Transfers

  • Prior to your exam date, you may transfer to any other exam with available seats at no charge. This can be done online prior to the registration deadline. After the registration deadline, this can be done by calling 908-326-1850.
  • On or after your exam date, no refunds are available.

    • $150 refund prior to your exam date. This can be done online prior to the registration deadline. After the registration deadline, this can be done by calling 908-326-1850.
